The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
The objectives of WHO’s Emergency Programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO’s emergency response team are to support Member States by: (1) promptly assessing health needs pf populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;(2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; (3) ensuring that critical gaps in the health response are rapidly identified and filled; (4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.
Duties:
- To provide operational support to the implementation of activities of the Gaziantep Field Presence, under WHO’s Whole of Syria (WoS) emergency operations, contributing to smooth running of administration, general budget and finance, human resources, logistics, building management and security.
- The incumbent will support the implementation of the activities of the Field Presence as follows:
- Assists the Administrative Officer in: a) providing support for the management and control of all administrative services and operations of the Office including administration, budgeting, and finance, b) providing guidance to other team members on administrative and financial rules and regulations, practices and procedures; c) developing office specific standard operational procedures to ensure compliance with rules and regulations of the Organization, including risk management; d) ensuring that the financial and administrative recommendations provided by the Division of Business Operations (BOS) as well as other auditing and evaluation exercises are implemented and observed.
- Initiate and coordinate administrative arrangements for activities in relation to WoS emergency operations, including operational processing of tailor-made agreements, consultancy contracts and other agreements as required, ensuring compliance with rules and procedures of WHO.
- Establish and utilize tracking mechanisms that allow the team to be proactive in initiating and executing administrative actions.
- Carry out procurement actions, contracts and execution of orders for services or goods.
- Support the Administrative officer with assurance activities: a. Assists with financial audits of service delivery contracts in the values of US$ 200,000 and above in liaison with CO TUR and stakeholders in the Regional Office; b. Documents and shares best practices, key lessons learnt and recommendations for improvements related to assurance activities.
- Contribute to the drafting and development of relevant documents including donors’ proposals, reports, dashboards etc.
- Contributing to the drafting and development of relevant documents including: preparation of needs assessments for project proposals, reports (budget/financial review and expenditure analysis), indicators’ tracking according to the existing proposals’ log frames, and dashboards review.
- Assisting with quarterly grant management awards review to Administrative Officer and M&E unit.
- Perform other relevant duties within the scope of the position.
Required Qualifications :
Education:
Essential:
- First university degree (bachelor’s or equivalent) in public or business administration, human resources, logistic management, social sciences.
Experience:
Essential:
- A minimum of one year of relevant experience in working in the area of operations and/or administration implementing budget and finance, human resources, logistics and/or building management services for a technical programme. Relevant experience using Enterprise Resource Planning Oracle systems or similar packages.
Skills:
- • Good knowledge of administrative and management principles and practices.
- • Excellent time management skills and the ability to work under pressure.
- • Ability to perform and adapt to complex and changing political, social, and economic contexts.
- • Knowledge of WHO or other UN agencies’ governing mechanisms, procedures, planning and programme management.
Language Skills:
Essential:
- Expert knowledge of English.
