Summary You will serve as a SUPERVISORY IT SPECIALIST (POLICY AND PLANNING) in the Information Technology Department, Naval Oceanographic Office (NAVOCEANO) of NAVOCEANO BAY ST LOUIS. Responsibilities You will direct work of an Information Assurance/Cybersecurity Manager, Primary Oceanographic Prediction System (POPS)- Oceanography (OCEANS) Program Manager, and POPS- Oceanography Information Systems (OIS) Program Manager. You will direct the work of the division through the existing structure identified in NAVOCEANO organization manual. You will provide advice, counsel and instructions to employees on work and administrative matters and makes decisions on special problems presented by subordinate supervisors. You will be responsible for carrying out EEO policies and communicating support of these policies to subordinates; assuring equality in determining qualifications, selections, assignments, training, promotions, discipline and awards to employees. You will make decisions on implementing and/or sustaining new and special projects, programs, technology insertions, processes, and initiatives. You will formulate administrative policy, and integrate long-range fiscal and technical plans for programs, portfolio, services, and resources. You will serve as a liaison and establish relationships with other Commands, commercial industry, and academic representatives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzing vendor’s technical and cost proposals and solicitations to select the best solution to business requirements. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with customers to promote information technology. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presenting IT briefings to leadership. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Proposing solutions to IT issues. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector such as: Experience planning and implementing policy for Information Technology (IT) in the areas of infrastructure requirements, acquisitions, and program management. Experience and expertise tracking the use and status of IT resources in disciplines that include requirements management; quality assurance / cybersecurity; knowledge, asset and configuration management; cost analysis; and IT procurement. Strong experience in IT capitol planning, processes and monitoring, to include IT budget formulation and conducting business case analyses. Expert Experience of IT network and system concepts, methods and principles. Experience working effectively with personnel in the areas of supervision, project management and partnerships.
