The incumbent will report directly to the Programme Manager. He/she will work in close collaboration with project team, project’s counterparts including Government and NGO Training Providers, Communication officer in Jakarta, M&E Officer in Regional Office Bangkok and the EU.

Description of Duties:

General:

  • Liaise with key local stakeholders and partner agencies to ensure that the objectives and results of the project are effectively communicated and shared amongst key stakeholders.
  • Ensure visibility of the project.
  • Undertake any other tasks as assigned by the Programme Manager that are within hi/her area of expertise and that are relevant to the assignment

Technical – Communications:

  • Develop and implement a project’s communication, visibility and knowledge management strategy and develop and deliver rolling communications work plans and budget accordingly.
  • Design and deliver strategic, targeted communications via appropriate media to support programme activities and the achievement of programme objectives.
  • Develop and maintain the programme’s visual identity, acting as ‘brand-manager’ for the programme to ensure internal and external communications are consistent with the programme’s visual identity and compliant with ILO and donor policy/ guidance
  • Plan, write, prepare and/or review press releases and articles to be used in programme publications
  • Research, interview, write, edit, proofread and distribute content for electronic and print communications
  • Produce regular ‘stories of change’ reflecting the impact of the project on its direct and indirect beneficiaries
  • Organize storage of photos and other information materials in a systematic way to ensure easy access
  • Assist in preparing information for project reports, Project Steering Committees, donor reporting, etc.
  • Manage programme (publicity) events, e.g. programme launch/ close, conferences/ seminars, etc.
  • Map local media outlets and organisations, establishing usefully symbiotic business relationships and networks.
  • Capacitate select staff including needs assessment, developing tools, training, mentoring and evaluation to better able to report to stakeholders and provide information on project progress and outcomes.
  • Manage communications and knowledge management inputs by technical staff.
  • Link Communications with M&E to determine and disseminate programme data and ‘evidence of impact’ in readily accessible formats through appropriate media for various audiences.

Technical – Monitoring & Evaluation:

  • Regularly review and update the project’s Performance Plan and M&E Plan with reference to the project Logframe and Results Matrix
  • Provide technical oversight of key M&E processes and the development of M&E tools, including tracer studies, to monitor achievement of objectives, results, and impacts of the project, (mainstreaming gender, youth and environmental concerns in all M&E protocols)
  • Develop and maintain programme databases for tracking project progress towards objectives (primarily training and employment data).
  • Analyze performance data, including from project partners, and prepare key M&E reports in appropriate formats, (including dashboards and infographics), to guide project planning and implementation
  • Provide support including needs assessment, training, monitoring and resources to select project and project partner staff to independently and effectively manage monitoring and evaluation processes
  • Provide inputs to internal and external M&E missions/ consultancies, as and when required;

Required qualifications:

Education:

  • First level university degree with demonstrated expertise in development studies, data management/statistic, international development, social science, communication or a related discipline.

Experience:

  • At least three years of experience of communications for development and monitoring and evaluation in international development programs.  Experiences in the following areas would be an advantage:
  • Technical and vocational education and training (TVET) and/ or agroforestry programmes
  • Baseline surveys and other systematic data collection approaches
  • Management or implementation of impact evaluation

Languages:

  • Fluency in Tetum and English language is required.
