Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Responsibilities You will be responsible for supporting property accounting, including capitalization determination, asset valuation, depreciation and analysis. You will perform all aspects of financial reporting and internal control management for property accounting/accountability. You will prepare and review journal vouchers, financial reports and internal controls to ensure compliance and accuracy. You will work with internal and external stakeholders to identify, develop, and implement process and system improvements for internal controls and to resolve audit findings. You will develop and maintain internal property financial program (i.e. Policy, Procedures, Manuals and Training). You will maintain accounting records, furnish accounting data, prepare, review and analyze accounting reports. You will develop and implement corrective action plans (CAPs) to remediate external and internal audit findings or issues. Requirements Conditions of Employment Qualifications FOR NH-03 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-2 pay band or GS-11 grade level in the Federal service or equivalent experience in the private or public sector as a professional accountant managing accounting programs and providing analysis of accounting procedures or policies to implement improvements and ensure compliance with Federal regulations or processes. FOR NH-02 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-1 pay band or GS-04 grade level in the Federal service or equivalent experience in the private or public sector providing administrative support for financial reporting to support an accounting program. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. Additional Information This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
