Under the guidance and direct supervision of the UN Trust Fund Chief, the Deputy Chief will be responsible for substantially contributing to the management and oversight of the Fund’s grant-making and management processes, providing lead support to the UN Trust Fund decentralization and growth strategies, including the efficient and effective secretariat functions and results. In line with UN Women policies, rules and procedures, the Deputy will support the Chief in the overall secretariat operational oversight of the Fund, including through development of work plans, periodic review of the workflow and the management of human, material, and financial resources.
Key Functions and Accountabilities:
Strategic Leadership and Oversight Support of the UN Trust Fund:
- Provide strategic advice to the Chief in implementing the UN Trust Fund’s global vision, strategic direction, and Strategic Plan.
- Coordinate the implementation of the UN Trust Fund’s decentralization strategy, ensuring alignment with the Fund’s commitment to strengthening regional stakeholder relationships, while also driving cost, enhancing proximity to partners, and ensuring alignment with UN Women’s corporate functions to support greater integration and strategic coordination.
- Strategically contribute to the functional analysis of the UN Trust Fund team to ensure human resources are effectively aligned with organizational priorities.
- Oversee the development and implementation of annual work plans, ensuring performance metrics and deliverables are aligned with organizational goals.
- Contribute to the formulation of global policies, strategies, and frameworks on grant-making as a critical modality to prevent and end violence against women and girls (VAW/G).
- Ensure alignment between the UN Trust Fund’s grant-making strategies and global, regional, and national priorities, with a focus on inclusive and intersectional approaches.
Partnership Development, Representation, and Advocacy:
- Develop and nurture strategic partnerships with women’s rights organizations, feminist movements, and other civil society actors globally, regionally, and nationally to advance collective advocacy for ending violence against women and girls.
- Represent the UN Trust Fund at global and regional forums, donor engagements, and intergovernmental processes to advocate for the Fund’s mission and raise its profile.
- Facilitate Member State and civil society collaboration through consultation fora and convenings, ensuring inclusive and robust multi-stakeholder engagement.
- Provide strategic advice and guidance to the UN Trust Fund’s interagency Global Programme Advisory Committee (GPAC) to enhance coordination and alignment with the broader UN system’s work on EVAW/G.
- Coordinate high-level advocacy efforts, ensuring that the Fund’s work reflects a commitment to intersectionality, equity, and the principle of leaving no one behind.
Oversight and High-Level Technical Support for Grant-Making and Programme Management:
- Provide strategic oversight of the UN Trust Fund’s global grant portfolio, ensuring effective management throughout the grants life cycle, including selection, implementation, monitoring, and closure.
- Offer high level guidance to the annual Call for Proposals process, ensuring alignment with strategic priorities and global advocacy goals while ensuring lessons learned from previous cycles are incorporated into future funding.
- Strengthen linkages between UN Trust Fund grantees, Regional and Country Offices, and other partners to foster shared learning and collaboration.
- Working closely with the Manager for the Global Grants Programme, oversee the execution of Country Engagement strategies to integrate UN Trust Fund-supported interventions with broader UN Women and UN agency initiatives, collaborating closely with Regional and Country Offices, as well as other relevant external stakeholders.
- Supervise and guide the A.C.T. programme team, ensuring coherence and collaboration with UN Women regional offices and other stakeholders.
Advocacy, Knowledge Management, and Capacity Building:
- Facilitate active and substantive participation of civil society in global review processes and intergovernmental fora, including CSW and Human Rights Council sessions, ensuring inclusive and coordinated approaches.
- Participate in initiatives to share knowledge and best practices among grantees, UN Women offices, and other stakeholders to strengthen collective advocacy and programming efforts.
- Contribute to and partake in the Fund’s grantee-facing capacity development initiatives to build institutional resilience and strengthen the implementation of innovative approaches to preventing VAW/G.
Financial and Team Management:
- Manage the day-to-day operations of the UN Trust Fund Secretariat – in close collaboration with the Manager for Global Operations – fostering a collaborative, inclusive, and results-oriented work environment.
- Collaborate with the Manager for Global Operations to ensure sound financial management of the Fund, including the effective utilization of resources and adherence to work plan priorities.
- Supervise and oversee the work of assigned staff to ensure the delivery of quality results according to the standards and goals established by the UN Trust Fund.
- Promote team work and establish a productive environment in which information is shared regularly and that is conducive to delivering results.
- Lead team-wide capacity-building initiatives, fostering a culture of learning and continuous improvement across the Secretariat.
Representational Role and Support to the Chief:
- Represent the UN Trust Fund externally at high-level conferences, panels, and other public-facing events to advocate for the Fund’s mission and priorities.
- Act as Deputy and Officer-in-Charge in the absence of the Chief, ensuring seamless leadership and continuity.
- Regularly communicate updates to the Chief on critical issues related to partnerships, advocacy, and programme implementation.
- Support the Chief in coordinating the Fund’s contributions to UN Women’s global priorities and broader organizational frameworks.
- Represent the UN Trust Fund internally including in working groups, meetings, presentations, workshops and trainings, etc.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Recruitment Qualifications:
Education and certification:
- Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 7 years of progressively responsible experience in development, policy analysis, sociological/gender equality, ending violence against women or related areas, and managerial leadership is required.
- Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is required.
- Experience leading and coaching staff in international settings is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
- Experience with a UN agency is desirable.
Language Requirements:
- Written and oral proficiency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
