OPPD is seeking to hire a Director, Enterprise IT. The Director, Enterprise IT leads departments, teams, projects, and resources in the pursuit of maintaining the health, availability and capability of OPPD’s IT infrastructure and systems. This role is charged with ensuring current systems are positioned to meet the business needs of today, addressing the need for continuous enhancement, digitally transforming platforms in support of Enterprise Level Priorities (ELP), and aligning with the Powering The Future 2050 (PF2050) vision. The successful delivery of this critical path will require strong relationship management with business leaders across the District, collaboration across the TS Leadership Team, engagement with strategic business partners and a forward looking perspective and planning discipline. The Director, Enterprise IT serves on the CIO’s management team, upholding its shared mission, vision, core values, and leadership principles.

Responsibilities:

Build and maintain a competent/capable team of staff in alignment with OPPD’s leadership expectations, practices, and guidelines.

  • Effectively apply OPPD’s Leadership Practices (i.e.: Management Accountabilities, Organizational Performance Planning, Clarity Building, Succession Planning, etc.) for assigned staff.

  • Drive professional development efforts, including the development and delivery of initiatives that promote collaboration and knowledge sharing (such as centralized / template resources and processes)

  • Plan, organize, direct, and oversee the work efforts of IT personnel. Assists with IT personnel actions such as hiring, training, promoting, disciplining or terminating employees.

Work/Collaborate with leadership and key staff to further Technology & Security’s mission by participating in strategy and direction setting, identifying, and prioritizing areas for improvement, and ensuring a divisional focus on best practice change management.

  • Develop partnerships with external vendors and software partners, and trusted consulting services to maintain a line of sight to current trends and issues in the industry, including current technologies and delivery models.

  • Oversee and ensure effective divisional collaboration with Security on policy compliance, security and risk assessment and management

  • Assist leadership in long and short-range strategic planning and budgeting. Assess technology and information system training needs and recommends company sponsored training opportunities for IT personnel. Attends classes or seminars as required to stay current with the leading IT and OT security practices.

Accountable to develop and implement plans and programs (1-3+ years in scope) to maintain and evolve OPPD’s current IT capabilities in alignment with TS’s future technology blueprints.

  • Create a long-term plan for the upgrading of legacy systems to address technical debt and security risks; maintaining systems in a healthy state in support of asset lifecycle management and digital transformation.

Provide the broad perspective and the contextual clarity for the work of direct report teams to ensure alignment with TS and OPPD organizational direction.

  • Ensure all plans holistically consider: industry trending and best practices; existing and emerging technologies; applicable regulatory requirements; and opportunities to explore, learn and innovate across functions

  • Oversee the planning for and management of the technology stack in relation to systems managed by this team

  • Maintain a 3-5 year future perspective on the evolving trends of the industry, related opportunities for the District, and the emerging capabilities in OPPD’s IT infrastructure space(s)

Periodically, serve as a program sponsor/lead on critical initiatives, guiding the directional clarity and ensuring the successful delivery of program/project objectives.

Qualifications

Required:

  • Bachelor’s Degree in Computer Science, Information Systems, or other related field

  • 10 years experience managing and leading technology teams

  • 12 years experience in technology demonstrating increasing levels of responsibility

  • Ability to demonstrate critical thinking and judgment skills in the analysis of data, policies, practices, and operational issues.

  • Knowledge of project management principles including the ability to plan, budget, organize, schedule and delegate work activities.

  • Adept at successfully leading the evolution and implementation of technology security practices.

  • Expertise in business continuity, strategic planning and related practices.

  • Experienced in leading teams in support of disaster recovery plans

  • Ability to plan, organize and lead complex work; review and analyze data, solve complex technical and business problems, and make sound policy and procedural decisions.

  • Demonstrated ability to communicate the value of technology to technical and non-technical stakeholders

  • Demonstrate company core values

Desired:

  • Advanced degree in business, technology or engineering

  • ITIL or COBIT certification

  • PMP Certification (Project Management Professional)

  • Experience with Software Development Lifecycle (SDLC)

  • CISA, CISSP certifications or other security based certificates

  • Experience working in the utility or manufacturing industries
