Finance and Administration officer: The Finance and Administration Officer will work closely with the Finance, Administrator and HR Manager, the rest of the CESVI team in Ethiopia Program, and government-relevant stakeholders to attain CESVI humanitarian response and development objectives in Ethiopia. The Officer will also technically report to the Finance, Administrator and HR Manager at the country office.
Job Summary: We seek a highly skilled and experienced Finance and Administration Officer to join our dynamic team. The ideal candidate will play a key role in the administrative operations (including finance and HR management) of the organization, ensuring accuracy, transparency, and compliance with relevant regulations. This position requires a proactive approach to financial management, strong analytical skills, and the ability to work collaboratively across departments.
Accounting Reporting, Financial Planning & Analysis:

Preparation of all types of Payment vouchers for the admin office

Ensure that transactions are correctly recorded and posted in the accounting system
-
Maintenance of the proper filing system for financial records and documents according to the Project and Donor Code;
-
Support in preparing withholding tax to the proper government office on time as per their requirements monthly, and retain a copy and file properly;

Follow-up and support to settle the pay of staff Pension Fund and Income tax on time, and responsible to handle the same documents in a separate folder;

Support to check the financial documents before and after scanned and share to Finance, Administrator and HR Manager on monthly basis;

Support and follow up the hard copy of the supporting documents received from the field office by the 5th of the following month;

Support the proper recording of inventory items;
-
Manage to record the Cash/Bank book;
-
Prepare on a monthly basis bank and cash reconciliations submit to Finance, Administrator and HR Manager for review;

Prepare cheque payments if any;
-
Support in the preparation/update of the procurement and running costs plan;
-
Cooperate with relevant staff at the field level for the preparation of financial reports, and internal and external audits;

Support on the preparation of the payment of local taxes and the submission of the annual tax declaration;

Ensure compliance with all local laws and regulations;
-
In coordination with the CESVI local staff, ensure the functioning of the office (rent, bills, equipment, stationary, and other relevant running costs).

Enter advance requests in the books, manage the advance of cash and update the cash ledger as well as follow up on clearance of the advances

Receive and check the eligibility of invoices submitted for payment (compliance with purchase voucher, required information)

Timely preparation and submission to the CESVI Addis Ababa of the request for Payments and Request Transfers using online banking.
HR Management:

Recruitment Support: (assist in job posting creation and distribution across multiple platforms; coordinate interview schedules and communicate with candidates throughout the recruitment process; conduct initial screening of resumes and applications; support the coordination of recruitment events and career fairs.

Onboarding and Orientation: (coordinate new hire paperwork and ensure completion of all required documents; schedule and facilitate new hire orientations; prepare Employment contract and related documents; assist in the development and maintenance of onboarding materials; serve as a point of contact for new hires during their onboarding process)

Employee Relations: (provide support in resolving employee inquiries and issues; assist in conducting investigations into employee complaints or concerns; maintain employee records and ensure accuracy and confidentiality; collaborate with HR team to implement employee engagement initiatives)

HR Administrative Support: (maintain HR databases and systems, ensuring data integrity; generate HR reports and metrics as needed; assist in organizing HR-related meetings and events; support other HR projects and initiatives as assigned; ensure that all the due taxes are regularly calculated and paid by the base administrator concerned)
Other Duties

Perform other duties as assigned by the line manager
Qualifications & Skills:

Diploma holder with a minimum of 10 years of experience in finance and administration OR Bachelor Holder with a minimum of 8 years

Basic understanding of donor compliance, financial regulations, and audit processes.

Proficiency in accounting software (e.g., Peachtree, QuickBooks) and advanced Excel skills.

Demonstrates exceptional communication skills in English and Amharic;

High level of integrity, attention to detail, and problem-solving skills.
