Position description

The Century Foundation (TCF), a progressive, independent think tank, seeks a Fellow to join our Health Care Reform Team. This fellow will support the team’s initiatives on improving the accessibility, affordability, equity, and quality of health coverage and care, with this fellow specializing in private and Medicaid coverage. The team approaches health reform in the U.S. from a perspective based in evidence, analyses, history, politics, and a deep understanding of the levers for change. Its goal is to protect and improve the health of all Americans.

Job Reporting and Details

Reporting to the director of health care reform, the fellow will anchor health reform team projects on state health reform related to health costs, Medicaid financing, and the private insurance system and reforms. The fellow will often be the face of these projects in interacting with others on the team, experts, policy makers, consumer groups, etc. Given the small size of the team, this fellow will also perform a range of functions supporting the director and other senior fellows on their projects. The fellow will have the opportunity to further shape the health reform team’s agenda based on their knowledge and expertise.

The position requires extensive knowledge of its policy scope, the Congressional and state legislative process including how cost and budget estimates work, strong assessment skills on applying criteria to problems and proposals, and an ability to discern timely and effective new ideas. The fellow must have worked in government since experience complements education necessary for this type of work.

This is a full-time hybrid position, working three days in our Washington, D.C. office and the remainder remotely. Salary depends on years of experience.

Responsibilities

  • Directing and executing nonpartisan research and policy analysis projects in state reform, Medicaid financing, and private insurance policy
  • Writing reports, short-form commentary pieces, and background research and memos on policy activity or trends for team members
  • Conducting quantitative and qualitative analyses, including being able to work with public data bases, and creating graphs and working with the Communications team on visualizations
  • Participating and/or presenting at coalition meetings, conferences, and other events
  • Collaborating with others on the health care reform team, maternal and reproductive health team, and others teams at TCF
  • Organizing team projects through project management
  • Identifying and managing work for policy associates, interns, contractors and/or grantees, when needed
  • Assisting in identifying and securing funders, partners, and collaborators. This may include collaborating with TCF’s development team and team leadership to develop grant proposals and reports

Qualifications

Only applicants with the following qualifications will be considered for the position, with the applicant describing and attesting to them included in a cover letter:

  • Masters degree with a focus on U.S. public health policy or public policy or economics with some focus on U.S. health policy
  • Meaningful government experience in U.S. health policy
  • At least 3 years of job experience working on policy related to private insurance, health care costs, and/or Medicaid policy
  • Job experience in writing policy memos
  • Job experience conducting analyses or research
  • The name of a job reference (with title, organization, and contact information) or an attached letter of recommendation

Other Desired Qualifications

  • Understanding of state health policy, intergovernmental relations, and its similarities and differences with federal policy
  • Familiarity with the history of major health policy laws and debates in the U.S.
  • Strong verbal and written communication skills
  • Interest in team-based work
  • Willingness to accept feedback, learn new skills, and be open to other perspectives
  • Interest in collaboration with other TCF staff on both substance and process
  • A commitment to progressive values and TCF’s mission
