This position will be filled alongside new hires joining our new office in The Hague.

Responsibilities

Purpose of the Position

This is a new position within our HR department.

The HR Adviser will be instrumental in developing and implementing HR policies, overseeing employee relations, supporting recruitment processes, and ensuring compliance with labor laws and donor requirements, particularly in the Netherlands. They will play a key role in ACAPS’ transition to direct employment from third-party arrangement and will be the HR focal point for our colleagues in The Hague.

Role and Responsibilities

HR Strategy & Organisational Setup

  • Advise leadership on HR best practices in compliance with Dutch labor law for a newly established office in The Hague and support implementation
  • Support in developing and implementing overall HR processes and policies that aligns with international best practices and supports the ACAPS mission and operational goals

Legal Compliance & Employment Law

  • Provide expertise on Netherlands labour laws and employment regulations
  • Ensure compliance with Dutch labour laws, GDPR, and international HR standards
  • Support contract development and review for employees and consultants
  • Support with visas, work permits and 30% ruling

Recruitment & Onboarding

  • Lead recruitment efforts, including job postings, interviews, and selection processes
  • Develop and execute onboarding programs to integrate new Hague-based employees effectively.
  • Conduct off-boarding processed for Hague-based employees

Compensation & Benefits Management

  • Support in developing a competitive compensation and benefits structures aligned with market standards.
  • Manage payroll processes in collaboration with finance and external providers.
  • Oversee employee benefits, including insurance and pension schemes.

Employee Relations & HR Support

  • Serve as a focal point for employee relations, handling grievances and conflict resolution.
  • Support performance management processes and professional development initiatives.

HR Systems & Administration

  • Support with implementation and maintenance of HR systems and databases.
  • Maintain accurate employee records in compliance with legal and organisational requirements.

Other

  • Support the HR team with other duties, as required
  • Supporting ad hoc HR projects

Critical Interfaces

  • Externally, coordinate with relevant partners, including external Payroll & HR service provider, social insurance providers and authorities, external legal advisers, as well as NRC HR Services
  • Internally, coordinate with Finance, Operations and Analysis teams as and when required.

Qualifications

Specific skills, knowledge and experience

  • Master’s degree in human resources
  • Dutch HR Credentials/certifications
  • Proven experience in a similar HR position (minimum 5 years)
  • Experience in setting-up HR processes and policies for a new office, asset
  • Excellent understanding and knowledge of Dutch labour law
  • Strong understanding of the Dutch social insurances policies and regulations
  • Experience in working with Employer of Record platforms
  • Strong understanding of recruitment processes and techniques
  • Proficiency in English and Dutch
