Summary This position is in the Marketing and Regulatory Programs Information Technology Division (MRP ITD), Cybersecurity Directorate, which focuses on Information Security (InfoSec). If selected, you will use information technology (IT) resources to improve the quality, timeliness, and cost effectiveness of Animal and Plant Health Inspection Service (APHIS) and Agricultural Marketing Service (AMS) service delivery to all its customers. Responsibilities The duties may include, but are not limited to: Advise senior IT and program managers within APHIS and AMS and ensure management’s IT needs are addressed securely. facilitate management’s access to needed information resources and implement the Federal Information Security Management/Modernization Acts of 2002 and 2014 by leading agency program managers in securing information resources Advocate cross-organizational program and process improvements to ensure that programs promote a secure IT environment through a compliance review program. Collaborate with the Office of the Chief Information and the Office of the Chief Financial to assure that information systems are secure and that system controls are developed and tested in accordance with FISMA and Office of Management and Budget. Determine and develop appropriate policies, procedures and standards to further advance secure information resource management within the agency. Assess and promote effective use of the APHIS and AMS security workforce, through a development and training program Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience performing Cybersecurity risk assessments for international travel activities to secure government equipment while OCONUS. Works across organizational lines to address Cybersecurity issues that leave the organization vulnerable and makes recommendations to implement new or update existing policies to address these gaps. Published procedural guides, directives, and instructions for individuals using IT services. Conduct incident response activities and coordinate investigations with Agency Security Operations Center for security and privacy incidents throughout all stages of the incident management lifecycle. Perform internal security or other technical audits to evaluate and improve the effectiveness of internal controls and IT governance processes. Evaluate current and proposed technical solutions, processes, and architectural changes to continuously improve the effectiveness of an IT Program. Note: There is no education substitution for this grade level. All applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. Locality pay will vary based upon the selectee’s duty location. A final salary determination will be made upon selection. Worksite Information: This is a 100% remote position that must be located within the cities and/or counties listed in the vacancy announcement. The duty station for a remote designation is the selectee’s home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
