Applicants are encouraged to self-identify on their electronic application.Reporting to the Director, Cybersecurity, the Manager, Cybersecurity Operations is responsible to manage and administer the day-to-day work of the IT Security Analysts, IT Security Administrator and Cybersecurity Risk Analyst in the delivery of HRM’s cybersecurity operations and program roadmap. This position will interact with all levels of staff and management within the Information Technology business unit.DUTIES AND RESPONSIBILITIES:
- Oversee and drive strategic security initiatives from development through successful execution under the guidance of Leadership.
- Continuously enhance and execute on Cyber Security roadmap. Defining projects’ scope, priorities, goals and tracking progress on milestones and service deliverables, dependencies and, managing problems early to ensure successful execution.
- Assist and communicate with executives in decision-making, program management, and initiative implementation.
- Provide leadership and work in partnership with the security team to understand policies, assess cybersecurity risk, establish strategic direction, and provide direction.
- Partner with operations, business owners to identify security exposures, knowledge gaps, skills gaps and develop mitigation plans to address them.
- Provide oversight, planning and execution of any required vulnerability audits, penetration tests or IT audits.
- Attend meetings with other managers to determine operational needs.
- Create reports for Leadership on security posture.
- Responsible for daily direction of the team resources, including determining work priorities; scheduling and assigning responsibilities.
- Create an environment orientated to trust, open communication, creative thinking & cohesive team effort.
- Maintain healthy group dynamics and positive working relationships with business.
- Facilitate problem solving and collaboration.
- Intervene when necessary to aid the group in resolving issues.
- Organize & facilitate project and operationally focused team meetings.
- Familiarize the team with business needs and ensure the team addresses all relevant areas.
- Participate in recruitment activity and provide recommendations for hiring.
- Anticipate IT policy, procedure, and skillset needs to meet future needs and influences positive change to meet these future needs.
- Approve, monitor, and manage expenditures, and examine any areas where budgets and expenditure are not in alignment for operational and project budgets.
- Assist with the definition and operation of effective financial controls and decision making, especially in the areas of service, projects, and component cost.
- Support the integration of the corporate plan, corporate initiatives, and objectives into work unit culture.
- Responsible for all Human Resources functions in support of staffing and employees including and not limited to recruitment, employee lifecycle, performance, professional development, attendance, health and safety.
QUALIFICATIONS
Education & Experience:
- Post secondary degree in a business or technical discipline
- Minimum three years of supervisory experience
- Minimum five years of security/technical project management experience in complex IT environments
- Proven track record as a team player and business partner
Technical/Job Specific Knowledge and Abilities:
- Thorough understanding of compliance frameworks such as NIST Cyber Security Framework, CIS Critical Security Controls, PCI DSS, AICPA SOC 2, NIST 800-53 and/or ISO 27001
- Team leadership and project management skills to plan, manage, prioritize, and ensure efficient and effective operations delivery in a rapidly changing environment
- Team development skills, i.e., team motivating, team mentoring
- Strong business and technical acumen
- General knowledge in application and network security, security operations, threat risk assessment and operational risk management
- Thorough knowledge of municipal government workings
- Effective communication (written and verbal), relationship management, tact, and negotiating and interpersonal skills
- Demonstrated knowledge of change management approaches and practices
- Ability to implement a Continuous Improvement maturity program
- Ability to work well under pressure and time constraints, and to prioritize competing priorities appropriately
- Ability to work independently with minimal supervision and direction
- Demonstrated sound judgment regarding involvement of other senior team members when navigating difficult stakeholder issues
