Specific duties include, but are not limited to the following:
Programme Planning, Implementation, Monitoring, Resourcing and Communications
Thematic Programme Planning, Implementation and Monitoring:
- Development of annual project/programme workplans in alignment with ORO’s Strategy and IUCN’s global agenda.
- Lead implementation of the annual workplan and provide support to the team where needed in the implementation and delivery of the programme workplan.
- Lead the monitoring and evaluation of the programme/ project in accordance with the programme monitoring, evaluation and learning framework.
- Support the integration of programme focuses across the broader ORO programmes in line with the direction of the ORO Strategy.
- Foster understanding and wider adoption of IUCN tools and standards in Oceania towards strengthening programming, implementation and monitoring.
- Support programme coordination efforts within ORO and IUCN Global.
- Engage in the ORO Programme Coordination forum on a fortnightly basis.
Programme Resource Mobilisation:
- Support resource mobilisation efforts for ORO through programme partnerships and stakeholder engagement in alignment with the ORO Resource Mobilisation Strategy.
- Provide advice to Regional Manager Programmes and Regional Director on potential resource mobilisation opportunities for ORO.
- Contribute to project concept development towards maintaining proactive resource mobilisation across ORO programmes and projects.
Programme Communications and Knowledge Generation
- Contribute to the implementation of the ORO Strategic Communications Strategy in support of programme implementation and donor visibility.
- Support the generation of programme content to support strategic communications and knowledge management for the work of ORO.
- Contribute to the building of knowledge products based on programme areas and the relevant areas of expertise in line with ORO’s niche areas.
Technical Expertise and Capacity Development in Integrated Oceans Management:
- Provide technical expertise required for the successful delivery of the programme/project.
- Explore and instigate opportunities for the ongoing development of the technical expertise in ORO.
- Integrate and mainstream the relevant expertise across ORO programming as part of ORO programme coordination and integration.
- Identify gaps in knowledge, skills, expertise in the related fields and propose plans/ strategies for addressing these skills gaps for ORO.
- Liaise with the relevant IUCN teams, centres and commission members to advance and strengthen programme expertise, knowledge and skills in the related fields.
- Support the development and implementation of a programme for member secondments and attachments at ORO and broader IUCN to build capacity across Oceania membership in alignment with their needs and priorities.
- Support the planning, coordination and delivery of the Oceania Regional Conservation Forum in close collaboration with the Regional Programme Manager and the ORO Core Management team.
- Support the implementation of Council resolutions in line with the programme areas of expertise and work.
Programme Stakeholder, Partner Coordination and Representation
- • Coordinate and collaborate with stakeholders and partners within IUCN Global, at regional and national level to advance ORO outcomes and results for members.
- • Ensure linkages and synergies across programmes towards addressing perceived duplication concerns and eliminating resource wastage as appropriate.
- • Contribute to strategic partnerships and membership engagement by providing advice and intelligence gathered through programme stakeholder and partner coordination.
- • Support and participate in the ORO Partner and Stakeholder forum convened quarterly.
- • Represent IUCN ORO in relevant forums and engagements to advance programme/project prospects for ORO and to share learning and lessons from ORO’s programme of work.
People Management and Supervision
- • Supervision of programme staff through the conduct of regular one-on-one meetings, and team meetings to discuss their work progress against agreed annual and quarterly work plans.
- • Carrying out staff performance appraisals.
- • Regularly reviewing the needs and workloads of reporting staff.
- • Assessing training needs of staff members and making recommendations for further training or up skilling to the Regional Programme Manager.
- • Assisting in the resolution of staff issues.
- • Assisting direct reports to ensure that staff members remain motivated and that their grievances raised by direct reports are addressed in a timely and fair manner.
- • Assisting direct reports to ensure staff members are constantly kept informed of organizational policies including the codes of conduct and that they adhere to these rules.
- • Assisting direct reports to ensure that disciplinary measures are taken if and when needed.in accordance with organisation rules.
Qualifications:
A qualification in a relevant discipline:
Knowledge/Experience
- 7 years of relevant experience in the planning, implementation and monitoring of development programmes and projects.
- 7 years’ experience working with Governments and organisations in Oceania/ Pacific and providing advice to Governments and decision makers on development programmes/projects.
- Ability to delegate responsibilities while maintaining oversight of project/programme implementation and monitoring.
- Experience in conflict management and business negotiation processes.
- Experience in stakeholder engagement and collaboration on programme implementation.
- Excellent communication skills (oral and written) and demonstrated ability to produce written reports for donors, funding proposals, etc.
- Proven ability to design, plan and facilitate meetings, workshops, trainings.
- Willingness to travel and undertake overseas assignments for IUCN in Oceania member countries sometimes under difficult physical conditions.
- Ability to work in a multi-cultural and gender-sensitive environment.
