Operations Support Manager – CAR

War Child is looking for an Operations Support Manager (OSM) to oversee financial management, administration, logistics, human resources, and ICT in the Central African Republic. Reporting to the Country Director, the OSM ensures these functions are effective, efficient, and compliant with War Child Alliance (WCA) policies and procedures. Key responsibilities include accounting, budgeting, forecasting, reporting, cash management, and operational support, with a focus on maintaining integrity and rigor to support projects and core capacities in the Central African Republic.

The OSM plays a key role in supporting program teams in proposal development, focusing on budgeting. They are responsible for producing timely and high-quality internal and external financial and administrative reports, monitoring finances, and planning and executing administrative functions. The role also involves working closely with auditors, building the capacity of local implementing partners, and supporting logistical operations.

As a member of the Country Management Team (CMT), the OSM collaborates with staff at headquarters, regional offices, and partners to ensure efficient support functions in the Central African Republic. The OSM supervises the Finance Officer, Logistic Officer, and Admin/HR Officer and actively participates in relevant forums related to their work.

Your Mission:

  1. Annual and Project Budgeting and Budget Monitoring
  • Ensures development and updating of the Master and Coordination budget of WCA in Central African Republic.
  • Ensures the preparation of budgets for any new project proposal
  • Ensures budget adjustments
  • Ensures periodic monitoring and proper management of budgets
  • Communicates any deviations between budget and actual to the relevant staff and CMT for decision making.
  • Reviews and communicates Budget vs Actuals (BVAs) with the responsible staff members for timely decision making.

2. Financial Management and Reporting

  • Ensures proper and timely accounting for funds.
  • Manages the transfer of funds from National office to the field offices and proper reporting on the funds received by the field offices.
  • Keeps track and verifies WCA in Central African Republic’s bank accounts and bank reconciliations
  • Oversees the month end closure process for Central African Republic financials
  • Ensure Complete and Accurate posting of all transactions in the financial system on a monthly basis
  • Manages the monthly money requests of the WCA mission in Central African Republic ensuring adequate liquidity for continuous operations.
  • Ensures timely external financial reporting according to donor procedures and guidelines.
  • Manages timely internal reporting (4M, 8M, 12M) according to WCA procedures
  • Prepares and coordinates both internal and external audits and ensures all queries and recommendations are followed up and implemented.

3. Procurement and Logistics management

  • Develops, updates and ensures proper utilization of the procurement thresholds and authorization matrix in WCA in Central African Republic.
  • Ensures that logistics and purchasing policies are up to date, implemented and respected within WCA in Central African Republic
  • A member of the tendering committee and works to ensure all tendering processes are followed.
  • Responsible for ensuring WCA mission in Central African Republic has Framework Agreements with suppliers and that the Framework agreements are updated.
  • Oversees the updating of the inventory file of all WCA assets in Central African Republic to keep it as current as possible
  • Ensures the creation of any new equipment in the UNIT4 system in conjunction with the regional team and HO.
  • Review all suppliers and consultants’ contracts.
  • Tracks all assets (motor vehicles, motorcycles, generators and other assets) depreciation in UNIT 4.
  • Ensures that there is a proper system in place to track the purchase, storage and utilization of WCA supplies.
  • Ensure logistical reports are developed and presented as and when required for both internal and external use.
  • Ensure adequate logistical support to all field offices in WCA in Central African Republic.
  • Ensures that all fleet that WCA in Central African Republic has, are well managed and used in accordance with fleet policies and procedures of the organization.
  • Participate in all the relevant meetings for Logistics both in country and at either HO or regional

4. Administrative and Human Resources Management

  • Ensures the proper implementation of administrative policies and HR guidelines.
  • Ensures that WCA’s administrative policies and HR guidelines comply with the legislation in force in Central African Republic, and alerts on possible incompatibilities
  • Reviews the payroll monthly for compliancy, accuracy and completeness
  • Ensure all Staff Timesheets are completed and duly approved by the last date of the month
  • Review all regular and daily national staff contracts
  • Ensures that payroll taxes and statutory contributions are properly prepared and paid on time.
  • Actively participates in the recruitment process of new staff
  • In collaboration with the CMT and staff representative, ensure staff wellbeing is effected.
  • Ensures that the residency documents of expatriate staff are valid at all times.
  • Ensures that WCA in Central African Republic’s registration, taxation, reporting requirements and legal matters that affect the organization are up to date and any changes communicated on time.
  • Focal point for all legal matters affecting the organization

5. Partner monitoring and Capacity building

  • Actively participates in partner evaluations prior to the partners being funded by WCA.
  • Develops the contracts for implementing partners
  • Organizes and ensures capacity building of partners in areas of financial management, logistics and administration
  • Ensures compliance, support visits and spot checks are carried out by the support team to see to it that partners are following donor rules and regulations and the contract signed with WCA.
  • Review and approves partners’ financial reports.
  • Ensures the partners are in compliance with WCA’s integrity Framework.

6. Networking:

  • Participate in WCA (Finance, Logistics and Administration-HR) and Donor Support Meetings
  • Ensure WCA’s participation in meetings of different clusters (Administrator Forum, Logistics Cluster,)
  • Maintain contact with counsel, and government focal points

Your Profile:

  • University degree from an accredited academic institution in Accounting, Finance or Business Administration. Post Graduate level education in the same field is preferred.
  • At least five (5) years of relevant experience in a similar role. International experience in hardship area is an advantage.
  • Experience in working Accounting Packages including UNIT-4, AGRESSO, etc
  • Demonstrated financial management and budgeting skills.
  • Experience in overseeing office operations.
  • Strong analytical skills to identify operational risks and ability to solve operational problems.
  • Capacity building capabilities in order to roll out policies, procedures and guidelines, conveying complex concepts in a simple and understandable manner.
  • Experience working for an INGO.
  • A critical and logical thinker helping to identify underlying principles, reasons, or facts.
  • Ability to effectively communicate in French & English
  • Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word, PowerPoint, Teams etc.).
  • Proficiency in ERP utilization, function and analysis
