Background:
The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Police Inspectorate of Kosovo, Kosovo Correctional Service, Kosovo Probation Service, and Kosovo Agency on Forensic. Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.The project’s overall objective is to support the security sector institutions to advance their strategic and operational capacities and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:
A fair, transparent, and standardized promotion system is essential for ensuring professionalism, operational integrity, and effective human resources management within the KP. Addressing disparities in promotion opportunities, particularly for non-majority community officers, is critical for strengthening institutional credibility, fostering inclusive leadership, and promoting equal representation across specialized units. Enhancing the capacities of Human Resources (HR) senior management to implement equitable, merit-based, and inclusive promotion processes is therefore a key priority.
In line with this, the Mission will hire an international expert to facilitate a three-day training on the promotion process, designed to enhance HR senior management participants’ understanding of the technical and administrative skills required to implement fair and standardized grading and promotion systems. The expert will place particular emphasis on gender inclusion and equal access for non-majority community officers, introducing mechanisms such as transparent evaluation criteria, mentorship opportunities, and accountability safeguards. By leveraging international best practices to strengthen participants’ knowledge and practical application of inclusive promotion practices, this engagement will contribute to a more professional, equitable, and representative police force.
Objective of Assignment:
The objective of this assignment is to engage a technical expert to modernize the Kosovo Police (KP) advancement framework, ensuring it aligns with international standards of transparency and meritocracy. The expert is hired to provide the specialized oversight and capacity building necessary to transition the KP toward a more robust, standardized promotion system. Central to this engagement is a training program designed to enhance participants’ technical and administrative capacities to implement fair and transparent grading systems. By the end of the training, participants will be able to apply inclusive evaluation criteria and ensure equal consideration of non-majority community officers. Ultimately, this assignment aims to produce a merit-based advancement process that strengthens professionalism, operational integrity, and leadership development within the Kosovo Police

Remuneration will be based on the selected consultant”s/expert”s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
