Project background:

Masarouna is a five-year regional program implemented in six MENA countries. It aims to mobilize the power of young people (aged 18-35) for collective action, supporting their initiatives to improve access to and respect for their reproductive health rights (RHR) through innovative pathways for change. The program strengthens youth engagement in civil society, equipping them to influence decision-makers and communities to promote better legislation and practices that support young people’s access to their RHR. Additionally, it fosters civil society growth and builds new partnerships and alliances to advocate for RHR and amplify youth voices.

Assignment:

As a part of its efforts to raise awareness and promote discussions on reproductive health rights (RHR) and engage with the broader youth community, the Masarouna project seeks to hire a consultancy company to produce two high-quality 5- 10 minutes 2D/infographics animation videos tailored for young audiences aged between 12-18 years.

The first video will focus on harassment, exploring its impact on young people and providing insights on prevention and response. The second video will address mental health, emphasizing the challenges young people face and the importance of mental well-being in relation to reproductive health. The selected consultancy company should have a strong track record in producing engaging and informative animation content. They must be adaptable and open to receiving multiple rounds of feedback, ensuring that the final videos align with the project’s messaging and effectively communicate key concepts. These videos will serve as essential educational tools in schools, helping to challenge stigma, raise awareness, and empower young people with knowledge about their rights and well-being

Deliverables and timeframe

Oxfam is looking for a consultancy firm and/or consultant that is open to close collaboration with the Masarouna project team, ready to incorporate multiple rounds of feedback to ensure the final products align with the project’s objectives and messaging. The consultancy is expected to start mid-March and end by end of-June. The deliverables are as below.

  1. A proposal containing a clear timeline of deliverable milestones, considering time required for rounds of feedback after each stage of production, and the creative concept of the assignment delivery.
  2. Draft script and storyboard.
  3. First draft animation for review.
  4. Final animation video (in specified formats, e.g., MP4, MOV) with subtitles.
  5. Source files and project files.

Recommended Video Formats: Length (between 5- 10 minutes)

  1. For Projectors/schools:

Format: MP4 or MOV

Resolution: HD (1920×1080)

2. For Website:

Format: MP4

Resolution: 720p (1280×720) and 1080p (1920×1080)

Selection Criteria and Evaluation:

Copyright and Ownership

The final deliverables, including all drafts, raw materials, and finished products, will be the exclusive property of Oxfam, with full copyright and ownership rights retained by Oxfam. The contractor/consultant agrees that any reproduction, distribution, or usage of the content requires prior written consent from Oxfam

Ethical requirements, safeguarding and confidentiality.

Do no harm. The consultant should be culturally sensitive, and he/she/they will ensure the application of the “do no harm” principle. The consultant shall respect the Oxfam code of conduct and the guidance regarding safe programming.

Lastly, the service Provider shall not use or disclose to any person during or at any time after service provider’s engagement by Oxfam any information relating to Oxfam’s business and operations or any other matters which may come to Service Provider’s knowledge whilst providing the Services and which may reasonably be regarded as confidential (Confidential Information).

Competences and qualifications

Proven Experience in Animation Production:

  • Demonstrated track record in producing high-quality, engaging, and educational animation videos, especially targeting young audiences. Experience in creating animations that address topics like harassment, mental health, and reproductive health rights (RHR) is highly desirable.

Youth-Centric Content Development:

  • Ability to design and develop content that resonates with young people (aged 12-18), ensuring the tone, language, and visuals are age-appropriate to the selected target audience and culturally sensitive.

Strong Understanding of Reproductive Health and Youth Issues:

  • Familiarity with topics related to harassment, mental health, and RHR within the MENA region. And ability to translate complex information into accessible and relatable messages for young audiences.

Cultural and Contextual Sensitivity:

  • Understanding of the socio-cultural dynamics of the MENA region, specifically Iraq and KRI, ensuring the animations are inclusive, respectful, and free from stereotypes.
  • Capacity to navigate sensitive subjects thoughtfully, promoting positive messaging and reducing stigma.

Technical Expertise:

  • Access to the latest animation tools and technologies, ensuring visually appealing and technically sound final products.
  • Expertise in animation software such as Adobe Animate, Adobe After Effects, 3Ds Max, Blender, or Autodesk Maya, or similar software.
  • Capability to produce videos compatible with various platforms, including school presentations, social media, and online educational resources.

Language

  • The consultancy should have strong English communication skills to coordinate effectively with the project team. The final animations must be produced in both Arabic and Kurdish to ensure accessibility and relevance for the target audience.

Logistics

  1. The payment for the consultancy will be done in three tranches, 20% upon signing the contract, 40% when the two finalized scripts with the storyboard, animatic, and design assets are delivered and approved by Oxfam. and a third tranche of 40% after receiving finalized and approved satisfactory versions of the animations.

Interested consultancies, with relevant experience and skills based on the ToR, can submit their Expression of Interest (EOI), including the following:

  1. Cover letter of no more than 1 page introducing the consultant/team and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.

  2. The technical proposal should provide details on the capacity in line with the competencies required

    for the assignment, including experience with similar assignments with work examples, CVs of the consulting team directly involved in the assignment, and their specific roles. A work plan detailing the anticipated timeline to undertake the assignment and finalize the deliverables, clearly indicating the dates of delivery and most importantly your creative concept of the assignment. The technical proposal should not be longer than 10 pages, including all annexes.

  3. Financial proposal in Iraqi Dinars consisting in a one-page budget of the offer, covering all major anticipated costs.
