The Regional Office for Asia and the Pacific delivers an improved, integrated and collaborative business model to enhance efficiency, effectiveness, consistency, innovation, agility and responsiveness in logistical, operational, financial and other support services at all levels to accelerate the achievement of the Organization’s programme in the region and ensure compliance with the Internal Control Framework.
The position is located in the Regional Office for Asia and the Pacific (RAP) in Bangkok, Thailand.
The Programme Officer (Partnership & Resource Mobilization) reports to the Deputy Regional Representative, Regional Office for Asia and the Pacific, (RAP).
Partnership, resource mobilization (RM), donor relations, grant negotiation, capacity development and programming support.
In accordance with divisional objectives and the FAO Strategic Framework: coordination in support of the mobilization of voluntary contributions, focusing on sustainable agriculture, production climate change adaptation and mitigation, environmental restoration, rural development, food security and nutrition , resilience; facilitation/negotiation/formalization of grant agreements; decentralized network on resource mobilization coordination; capacity development and programming support and marketing; outreach and reporting to partners; guidance and support to units responsible for operating projects.
Key Functions:
- Plans and develops annual work plans to achieve divisional targets in assigned areas.
- Collaborates in strategic thinking and related plans to further develop and facilitate implementation of the Corporate Resource Mobilization and Management Strategy (RMMS).
- Ensures support to Decentralized Offices to mobilize resources/partnerships in line
- with defined corporate priorities.
- Initiates contact with potential partners to explore funding opportunities, leads negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners; maintains effective working relationships with key stakeholders throughout the project cycle, including supporting implementation, facilitates monitoring and compliance issues and ensures submission of reports, as required.
- Facilitates capacity development efforts in support of staff in all locations with regard to resource mobilization partnerships through policy development, production of training material and delivery of training.
- Organizes and facilitates marketing and outreach activities related to the FAO Strategic Framework and defined priority areas; facilitates donor meetings, events and outreach campaigns.
- Facilitates the global resource mobilization and ensures support is provided to Regional Initiatives teams; monitors and reports on key results.
Specific Functions:
- • Provides catalytic support to resource mobilization for national/regional projects/programmes in the Asia-Pacific region, including:
- o management of the Country Office Support Fund;
- o support to country offices on project/programme development;
- o organization and management of regular RM pipeline and programme development reviews with Country Offices;
- o leading, organization and preparation of Resource Partner/Development Partner Meetings;
- o leading and organization of regional RM and strategic partnership workshops;
- o advice to country offices on country RM strategy development and CPF.
Provides catalytic support to strategic partnerships and alliances with Non-State Actors (NSAs) in the Asia-Pacific region including:
- o facilitation of collaboration with NSAs;
- o leading negotiation of formal relationships with key strategic partners;
- o exploration of new strategic partnerships with the private sector in the region;
- o initiation and coordination of outreach activities;
- o training workshops and seminars;
- o facilitation of civil society organizations (CSOs) and private sector engagement in the Asia-Pacific Regional Conference.
- • Support the Coordinator of the Hand-in-Hand task force for private sector engagement and investment leveraging, including:
- o support to regional investment events/activities;
- o support to country level investment events/activities.
- o Works in close coordination with Divisions at headquarters responsible for resource mobilization and partnerships, namely the Resource Mobilization Division (PSR) and the Partnerships and UN Collaboration Division (PSU).
Minimum Requirements:
- Advanced university degree in economics, social sciences or other fields related to the mandate of the Organization.
- Seven years of relevant experience in international development, donor aid programmes, fundraising, grant negotiations and management, including practical experience in one or more of the following: formulation, appraisal, implementation and/or monitoring of field projects in developing countries.
- Working knowledge (proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
Technical/Functional Skills:
- Work experience in more than one location or area of work, particularly in field positions.
- Extent and relevance of experience in resource mobilization and in negotiating complex funding agreements with bilateral and multilateral institutions.
- Extent and relevance of experience in institutional collaboration and partnership with governments, private sector and development regional, national and local agencies.
