This position is located at Departmental Offices, Terrorism and Financial Intelligence, Office of Foreign Assets Control (OFAC)- Regulatory Affairs Division. As a Sanctions Regulations Advisor, you will play a crucial role in shaping and implementing high-priority national security and foreign policy sanctions initiatives that affect global financial networks, international trade, and foreign relations.
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Sanctions Regulations Advisor, you will you will be at the forefront of the U.S. government’s efforts to implement and refine sanctions programs with global impact. Your role will involve the following:

You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes ALL of the following:
(Examples of this could include but are not limited to: ensuring a financial institution’s or corporation’s compliance with economic sanctions regulations; advising clients on sanctions compliance; analyzing economic sanctions regulations; assisting a team in developing sanctions policy or regulations; enforcing sanctions or advising on sanctions enforcement-related matters; reviewing license applications and issuing licenses for sanctioned transactions or drafting or advising on the submission of sanctions-related license requests; researching individuals or entities to assess their sanctions compliance; or advising financial institutions or the public regarding regulatory implementation of sanctions); AND
(Examples of this could include but are not limited to: assisting a team in creating written analysis of regulations, statutes, or case law; drafting legal briefs or pleadings; preparing policy papers; drafting regulations; or preparing internal guidance documents, public-facing reports, or memos for senior leadership or the public); AND
(Examples of this could include but are not limited to: providing training or presentations explaining sanctions, regulations, or statutes; drafting informational or decision memoranda for executives or senior leadership; drafting licensing applications or voluntary self-disclosures relating to economic sanctions; oral argument before a court or relevant sanctions agency; or leading discussions, conducting outreach to stakeholders, or advising industry groups on regulatory changes.)
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes BOTH of the following:
(Examples of this could include but are not limited to: assisting a team in ensuring a financial institution’s or corporation’s compliance with economic sanctions; providing advice to clients on sanctions compliance; researching individuals to assess their sanctions compliance; advising financial institutions or the public regarding the regulatory implementation of sanctions; analyzing economic sanctions or advising on sanctions enforcement-related matters; reviewing license applications and issuing licenses for sanctioned transactions or drafting or advising on the submission of sanctions-related license requests); AND
(An example of this could include but is not limited to: providing training or drafting analytical memoranda, legal briefs or pleadings, or policy papers on sanctions, regulations, or similar material.)
SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes the following:
(Examples of this could include but are not limited to: assisting in research or training on economic sanctions; working in a compliance role in the private sector; assisting in advising clients, financial institutions, or the public on sanctions compliance; or assisting in researching individuals or entities to make recommendations on whether or not they meet compliance with sanctions regulations.)
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
