Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.As an integral leader within the Operational Performance group, this position is responsible for developing and managing the quality management program for the Rapid Transit Operations Delivery portfolio, including the quality management system, quality assurance, audit and continuous improvement. The Senior Manager, Quality Management will oversee and coordinate all quality related matters with stakeholders overseeing RT Projects. Furthermore, they will be responsible for the development of quality management practices to a world class state and share across the Metrolinx Enterprise.What will I be doing?

  • Responsible for the leadership and delivery of Quality Management across RT Operations comprising the quality management system, assurance, audit and continual improvement.
  • Lead the development of quality management competence through increasing understanding of quality management principles and practices in alignment with ISO 9001.
  • Responsible for developing the Quality Management Program and aligning it with the enterprise quality framework
  • Establish RT Operations processes for quality and ensure accountability within each area.
  • Development of multi-year audit strategies to provide assurance over Metrolinx’s complex contracting and delivery models, with consideration of international best practice approaches.
  • Responsible for ensuring appropriate governance processes are in place to facilitate the application of quality management in RT Operations.
  • Develop quality management framework and guidelines that are in line with enterprise quality management and industry best practices.
  • Responsible for the coordination and oversight of all quality related matters delivered by Project Stakeholders.
  • Oversight for all document control functions.
  • Recommend process improvements and areas for cost savings in the development of procurement and tendering documents.
  • Coach, lead and mentor team members and provide regular performance assessments to employees.
  • Educate team members on processes and tools, leverage the creativity and experience of project team members to solve issues as they arise, share experiences and learning.
  • Other duties as assigned.

What Skills and Qualifications Do I Need?

  • Engineering Degree or equivalent qualification or a combination of education, training and experience deemed equivalent.
  • Demonstrated senior leadership experience in Quality Management with at least five years at corporate level and experience implementing ISO 9001 Quality Management Systems.
  • Relevant Quality Management qualification from a recognized Institution and Professional Engineering designation would be an asset.
  • Demonstrable highly skilled experience of successfully managing competing objectives of external and internal stakeholders and recognizing materiality.
  • Excellent problem solving and influencing skills.
  • Ability to communicate / interface effectively with senior management.
  • Ability to engage and influence a wide variety of portfolio, program and project resources.
  • Excellent leadership skills to motivate a team, set high standards and clear expectations, manage expectations and outputs.
  • Excellent writing skills with experience authoring technical quality management documentation – policy, plans, processes, procedures, guides.
  • Excellent oral and interpersonal skills with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment.
