The portfolio of the UNOPS office in Guatemala is mainly made up of public infrastructure projects in various sectors such as health, education and recreation, working on the design and development of infrastructure as well as its equipment and technology. Another important component of the portfolio is sustainable public procurement projects for various sectors. In turn, procurement is an axis that runs through all our projects, promoting the effective and efficient use of public resources, promoting the excellence of public servants to provide better results for the population, strengthening citizen participation, and integrating the perspective of equality and inclusion of all diversities. In all its projects, UNOPS seeks to strengthen integrity, transparency and accountability with the ultimate goal of ensuring that public resources are invested in the best possible way for the benefit of the population.

Functional Responsibilities:

Project execution:

  • Develop, complete and update implementation plans (if applicable)
  • Implement the approved plan (including the establishment of milestones) within the tolerances established by the Project Board.
  • Integrate sustainability dimensions that include social and gender inclusion, and environmental and economic aspects into the project’s lifecycle.
  • Manage the production of required results, assuming responsibility for overall progress and use of resources and initiating corrective action when necessary.

Procedures:

  • Comply with all organizational policies and specifically the Project Management Manual.
  • Prepare/adapt all relevant plans for Project Board approval.
  • Manage the reporting obligations defined in the Legal Agreement(s) and the Implementation Plan.
  • Write requirements definitions for procurement processes. Approve non-PO requisitions and payment requests. Evaluate proposals received, if assigned to the evaluation team. (if applicable)

Monitoring and reporting

  • Prepare and issue periodic project and/or financial reports in accordance with partner and UNOPS reporting requirements.
  • Periodically review the status of the project, evaluating the performance criteria (scope, cost, schedule and quality).
  • Maintain journals and progress reports as required by the organization’s standard procedures.
  • Provide routine monitoring and analysis of delivery data within the dashboard system.

Stakeholder Engagement:

  • Develop stakeholder profiles and facilitate the formulation of stakeholder engagement strategies.
  • Establish and consolidate strong working relationships with the Project Board, client and key stakeholders.
  • Facilitate the formulation of project communication plans. Coordinate internal project communications. Monitor the effectiveness of project communications.
  • Coordinate stakeholder engagement and communication, ensuring effective time management and interdependence of communications. Ensure stakeholders are aware of project activities, progress, and exceptions and are in a position to accept the results of the handover.

Quality Control:

  • Work with internal stakeholders to ensure projects meet audit requirements.
  • Work with procurement/purchasing staff to ensure effective interface with supplier quality systems.
  • Coordinate quality reviews of project documents and deliverables.
  • Provide quality control for management outputs (project documents, reports, etc.).

Knowledge and innovation management:

  • Promote the implementation of systematic and effective capacity development activities in order to strengthen the long-term and sustainable capacity of staff.
  • Actively engage with other project managers and the broader PM community to share case studies, lessons learned, and best practices.
  • Contribute to the oversight of lessons learned learning procedures, ensuring that lessons learned are shared in a timely and appropriate manner. Participate in relevant communities of practice.
  • Investigate and record lessons learned throughout the life of the project.

Personnel management: 

  • Lead and motivate the project management team.
  • Establish behavioral expectations for team members.
  • Ensure that performance evaluations are conducted in a fair, accurate and timely manner.
  • Select, recruit and train the team as needed and take into account gender parity and diversity objectives.

Education Experience Language requirements:

Education:

  • A higher university degree (equivalent to Master’s or PhD) is required, preferably in Project Management, Business Administration, Public Administration, International Business, Economics, Architecture, Civil Engineering, Health, Biomedical Engineering or other relevant fields. 
  • The Master’s or PhD degree can be replaced by a Bachelor’s degree (equivalent to Bachelor’s Degree) and 9 additional years of relevant experience.

Experience:

  • 7 years of experience (or more depending on the university degree) in management or coordination of medium-high complexity projects/programs related to Public Infrastructure and/or Civil Engineering and/or Health in the public sector and/or international organizations.

Experience :

  • Exposure to public procurement processes.
  • Experience in risk management for infrastructure and/or health implementation projects.
  • Managing multicultural teams.
  • Creation and execution of successfully implemented project plans. (Verifiable track record).

Languages:

  • Fluent Spanish required.
  • Intermediate level of English is required, advanced level is desirable.
