ICF NEXT is seeking to hire a Solutions Director – Strategic Communications, to serve as a strategic advisor and operational leader for a large framework contract, ensuring its successful implementation. This role will involve close collaboration with the Framework Contract Director, key internal stakeholders (heads of teams and internal corporate business services), and consortium partners (including key suppliers). The Solutions Director – Strategic Communications, will provide high-level guidance and oversight to ensure alignment with client objectives and the overall strategic vision.

The Solutions Director will also maintain a holistic view of the framework contract, mainly from an operational perspective, facilitating effective decision-making and coordination across all stakeholders. Additionally, the Solutions Director will act as the “operational figure” of the FwC towards the clients.

Main Responsibilities

The successful individual will be responsible for the following:

Strategic Alignment and Oversight:

  • Maintain a comprehensive understanding of the large framework contract;
  • Develop both operational and strategic plans to ensure quality and effectiveness in delivery;
  • Proactively identify and address with the support of the Framework Contract Director, potential operational risks and challenges;
  • Proactively identify opportunities to improve the efficiency and effectiveness of implementation;
  • Encourage innovation and creativity in solution development and delivery, leveraging best practices;
  • With the Account Directors and internal stakeholders (team leaders and corporate functions i.e. legal, HR, Finance, Procurement, Contracts, etc.), identify and implement strategies to optimise financial performance, ensuring cost-efficiency and value for money.

Solution Development and Delivery:

  • Lead and implement the agreed operational strategic plan and implement solutions that address the overarching needs of the framework contract, ensuring they are implemented in a timely and efficient manner while adhering to budget constraints and quality standards;
  • Monitor and analyse KPIs to track progress, identify areas for improvement, and ensure effectiveness.

Stakeholder Management and Collaboration:

  • Build and maintain strong relationships with key stakeholders, including the Framework Contract Director, internal corporate teams & colleagues (i.e. Legal, HR, procurement, finance, etc.), and framework contract partners and suppliers;
  • Facilitate effective communication and coordination across all stakeholders, ensuring alignment on priorities, timelines, and deliverables;
  • Lead regular meetings and workshops to foster collaboration, address challenges, and ensure seamless execution;
  • Cultivate and maintain strong relationships with key client stakeholders at the framework contract level from an operational standpoint;
  • Collaborate with Account Directors to ensure alignment between framework contract-level client relationships and project-level interactions as well as excellence in delivering our services;
  • Support internal teams in their interactions with suppliers on framework contract-related matters.

 

Qualifications

  • Over 10 years of proven experience in managing and leading complex projects and contracts, particularly within the European Commission environment;
  • Extensive experience working within the EU, with a deep understanding of its regulatory frameworks, policies, and operational procedures;
  • Master’s degree in digital communications or similar, demonstrating advanced knowledge and expertise in these areas;
  • Fluent in both English and French, with excellent communication skills in both languages, ensuring effective collaboration and stakeholder engagement, both verbal and written.
