The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
Responsibilities:
GENERAL PURPOSE:
This is position is located at the Center for Community Health and Prevention (CCHP) in the Emerging Infections Program (EIP). The EIP is one of 12 sites funded nationally by the Centers for Disease Control and Prevention (CDC) to serve as a resource for the surveillance, prevention and control of emerging infectious diseases.
Under the guidance of the Principal Investigators and Program Manager, the role will lead the EIP’s data modernization initiatives (DMI) incorporating directives issued by CDC as well as internal solutions to improve data modernization. Specific activities include collaborating with the Clinical and Translational Science Institute (CTSI), Quality Institute, and others to develop and implement innovative DMI strategies that reduce manual workload and improve efficiency and accuracy. Working closely with the EIP Senior Scientist, Program Manager, and Surveillance staff, the role will develop and validate data extraction queries utilizing the CTSI Research Data Warehouse (RDW). In addition, they will develop fast healthcare interoperability resources (FHIR) bundles to automate data transmission between URMC and EIP and URMC and CDC. The role will partner with other organizations including potentially Rochester Regional Health System (RRHS) and the Rochester Regional Health Information Organization (RHIO) to identify appropriate DMI contacts and pursue data extraction and modernization initiatives.
This position requires a strong technical and clinical background and the ability to liaise with individuals from multiple disciplines including data science, information technology, epidemiology and quality.
- This is a grant-funded position, renewed annually.
ESSENTIAL FUNCTIONS
- Collaborate with various URMC departments to expand the use of FHIR to transmit public health surveillance data to EIP and/or CDC. Coordinate the implementation of the eCRNow or other app to receive data directly from EPIC. Oversee validation of transmitted data and timely transmission to CDC.
- Identify the appropriate contacts at external organizations to implement similar DMI efforts to those conducted at URMC, including data extraction and/or FHIR bundles. Determine and enact the necessary data security and sharing policies to automate data exchange between EIP and these organizations. Validate extracted data and extraction queries, troubleshoot queries as needed.
- Expand EIP’s data extraction efforts and collaborate with Surveillance Officers to validate extracted data. Collaborate with the CTSI to continue to expand and improve the RDW for EIP’s use, streamlining data extraction techniques and improving efficiency.
- Consult with IT leads at both health systems to provide guidance to EIP in the continuous maintenance and use of digital health tools.
- Use data analytics and reporting tools to evaluate and demonstrate impacts of technology on practices and outcomes. Serve as the main EIP representative on CDC-led DMI calls; report progress to CDC and other partners.
- Support EIP SOs on DMI-related initiatives for their individual projects. Collaborate with SOs to develop modernization plans to improve efficiency.

QUALIFICATIONS
- Bachelor’s degree in Nursing required.
- Master’s degree in Nursing or related field preferred.
- 3 years of related experience with knowledge of IRB (Institutional Review Board) and other regulatory agency requirements or equivalent combination of education and experience required.
- Data science and technology background preferred.
- Excellent interpersonal, organization, time management, and communication skills.
- RN – Registered Nurse – State Licensure and/or Compact State Licensure in NYS upon hire required.
- American Nurses Credentialing Center approved national board certification upon hire preferred.
