The Port Hope Area Initative (PHAI) is a federal initiative to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to establish clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The project delivery is led by Canadian Nuclear Laboratories (CNL).The Small Scale Sites (SSS) Team Lead will lead a Remediation and restoration team and will be accountable for budget, schedule, and performance tracking of their contractors working on the assigned scopes of work. The PHAI is characterized as multi-year in duration, often involving substantial safety and licensing requirements with many internal and external regulatory interfaces, active management of the contracts, and a comprehensive understanding of the terms and conditions. The work will be issued as engineering work packages (EWP) and executed in discipline/scope-specific installation work packages (IWP), the lead will have numerous resources and interfaces to manage, that involve a significant financial commitment (more than $500 million).The overall project includes:

  • Characterization and delineation of approximately 5,000 SSS within the Municipality of Port Hope
  • Remedial design of SSS identified to be contaminated with Low Level Radioactive Waste (LLRW)
  • Remediation and restoration of over 800 individual properties and 150 road allowances; direct involvement
  • Excavation of 500,000 cubic meters of low-level radioactive sediment and soils from the Port Hope Harbor Area, dewatering of the sediment, and transporting to the landfill mound
  • Excavation of 52,000 cubic meters of industrial waste from disposal areas and transport to the landfill mound or an external license mound
  • Excavation of 250,000 cubic meters of low-level radioactive soil and waste from eight waste disposal areas and transport to the landfill mound
  • Upgrading of 8.5 km of asphalt concrete road
  • Remediation to include the excavation / removal of LLRW soils and other materials from the properties and their placement/management in a landfill located in Port Hope; direct involvement.

What will you be doing!The Team Lead is accountable for providing technical and management support to the Remediation team, They have the responsibility for providing expertise to assist the Remedial Construction Teams implement their scopes of work, including:

  • Lead a team of remediation, restoration, and project coordinators to facilitate a successful project outcome.
  • Using extensive knowledge of remedial design and construction to build relationships and collaborate with project contractors by understanding their needs and challenges, through early engagement in planning and implementation processes that support the projects’ success while addressing and resolving issues.
  • Advanced knowledge of the advanced work packaging process, EWP, and IWP setup and execution as well as scheduling work on an IWP basis is an asset.
  • Actively participating in the development of the execution scope of work, workforce planning, schedule, budgets, and risks of assigned projects to ensure the project plan can be successfully transitioned to execution.
  • Regularly reporting the project status to partners and management, proactively raising issues as needed.
  • Support the interface between engineering and remediation. Communicate all key issues to Project Management.
  • Fill in as required as the Acting Manager for SSS Remediation Project Teams.
  • Conduct audit reviews; constructability sessions, IWPs framework, design documents, and address remediation issues.
  • Assist in the tender process for the SSS work area packages, leading site walks, area questions, and participating in the proposal evaluation.
  • Attend internal and contractor construction meetings and actively participate as part of the CNL Remediation team.
  • Coordinate the ITP development and contractors’ quality plan, and track all lessons learned from field remediation.
  • Monitor technical progress on engineering and design work activities, studies, and contracts, against standards, objectives, and specifications.
  • Assist with training and mentoring of construction Project Coordinators. Be a safety example and champion for CNL
  • Motivate project team staff to deliver quality results on time and within budget, and coach/mentor others for success based on experience.
  • Assist in establishing controls for the project scope and managing the risks.
  • Assist in the establishment and administration of project budgets and schedules, and approve changes to them, if requested.
  • Report on project performance to senior management and other stakeholders, as required.
  • Participates in SSS Management Team meetings related to project performance, priorities, and staffing.
  • Assist with reporting and tracking Contractor schedules, milestones, and financial performance.
  • Supports large, competent, diverse project team(s), to deliver the project objectives.
  • Assists with defining roles & responsibilities, and managing performance by setting objectives, formally evaluating staff performance, advancing promotions, taking disciplinary action, and managing leave.
  • Assists in making decisions on the division of responsibilities and approves work assignments to internal resources and external contractors.
  • Is responsible for motivating project participants to deliver quality results on time & budget, and coaches/mentors others for success.
  • Is responsible for supporting the delivery of projects of critical significance to the ongoing success of the PHAI.
  • Evaluates project team members’ use of applicable safety equipment and adherence to safe work policies/practices, radiation protection policies/practices, and any other CNL safety requirements as mandated by the organization, during site visits.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Has a diploma from an accredited college in a discipline relevant to construction project management,

engineering, or equivalent, and a track record for leading large projects from definition, investigation, design,
budgeting through to construction and closeout. * Experience

  • Has ten (10) years of progressively responsible project experience, or equivalent combination of education and

experience, in a senior or project lead capacity on Construction and Remediation projects. * Has extensive experience in managing teams and budgets through complex multi-stakeholder environments.Has demonstrated experience in applying all of the project management knowledge areas (Scope; Cost; Time;
QA-ITPS; Communications; Human Resources; Risk; Procurement; Integration). * Knowledge, Skills & Abilities

  • Has strong general management skills, including planning, budgeting, resourcing, time management,

negotiation skills, contract management and administration, and progress reporting for an executive audience. * Security Clearance Eligibility Required

  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
