Context
The Treasury Division forms part of the Department of Financial and Administrative Management and is responsible for the custody and investment of IOM’s cash resources and all banking relationships and services.
The Treasury Division is responsible for all liquidity, cash management and investment management in IOM. Treasury is increasingly tasked to provide practical support and lead strategical development for banking solutions across IOM.
Under the direct supervision of the Senior Treasury Project Officer, the successful candidate will take on the role of Treasury Business Specialist. In this capacity, the Treasury Officer will act as the primary point of contact for Oracle ERP (WAVE) related Treasury business processes and prepare the local offices to leverage IOM’s straight-through payment solution utilising FIS Trax (DHOTS).
The Treasury Officer will be a member of the Treasury Projects Team, working closely with the Treasury Team, IOM administrative units, and Country Offices to support the end users in the transition to utilising Treasury related solutions.
Responsibilities
- Collaborate with local offices and the Treasury Project Officer (Bank Specialist Expert) to understand and document business needs related to payment processing, including local payment types, Oracle-related workflows, and master data quality.
- Support Country Offices in transitioning to the IOM straight-through payment solution by addressing master data requirements, Oracle payment processes, and services provided by FIS TRAX (DHOTS) within Oracle (WAVE).
- Participate in meetings with Country Offices and banking partners, led by the Treasury Project Officer, to address payment requirements and explore banking solutions.
- Provide first line support to Country Offices utilizing the IOM straight- through payment solution.
- Provide first-line support for Treasury users utilising Oracle (WAVE) dashboards and reporting tools specific for Treasury processes and related master data.
- Assist in enriching and validating Oracle (WAVE) training materials for Treasury end-users.
- Contribute to business inputs and provide support for technical projects related to the automation of Treasury Management Systems (TMS) in collaboration with the Treasury Projects Team.
- Act as the focal point and subject matter expert for all Oracle Treasury- related requirements and processes.
- Address functional requirements related to Treasury operations in IOM’s Ticketing solution (FinCoorP) and Treasury RPA (Robotic Process Automation) solution, ensuring they align with business needs and enhance operational efficiency.
- Act as the Technical Administrator of the IOM Treasury Management System (TMS) and IOM Payment Hub (FIS TRAX).
- Act as Technical Administrator HQ e-banking platforms, supporting user management access and platform releases.
- Perform such other duties as may be assigned.
Qualifications
Education
- Master’s degree in Accounting, Treasury, Information Technology, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- At least three years of hands-on experience related to Treasury/banking applications (other than e-banking platforms). Knowledge of COUPA and FIS applications such as TRAX are advantageous.
- Experience in managing all aspects of payment processing, including end-to-end payment flows, bank processing solutions, various payment methods, and the handling of payment messages.
- Experience in delivering Treasury-related Enterprise Resource Planning (ERP) requirements and other automation solutions tailored for Treasury operations.
- Experience in conducting user acceptance testing (UAT), and end-to-end testing to ensure configurations meet business requirements. Focused on ERP Treasury and Payment related areas.
Skills
- Knowledge of payment types (SEPA, international, ACH) within a country.
- Preferred knowledge and experience in treasury and back office (Settlement, confirmation, cash pooling, etc.).
- Prior exposure to Coupa management system, FIS TRAX and Oracle Cloud is advantageous.
Languages
For this position, fluency in English is required (oral and written).
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.
