Context:
Under the overall supervision of theHead Resource Management Officer and the direct supervision of Resource Management Officerin Sudan, the successful candidate will be responsible for ensuring the highest efficiency in strengthening internal controls and compliance with financial regulations and rules through effective financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management in IOM Cairo Country Office.
Responsibilities and Accountabilities:
- Participate in the review of large volume of transactions and extensive dispersed activities on compliance issues.
- Strengthen internal controls by documenting and proposing streamlining approval processes including control of accounts, control of cash management and large procurements in coordination with the RMO.
- Contribute in undertaking financial analysis and assessing compliance for all resources managed by the Country Office and provide high-quality technical inputs to the RMO, Programme Managers as well as Projects and Programme Units.
- Uphold compliance and internal controls for the implementation of proper planning, expenditure tracking, monitor financial reports and checking and verification of financial transactions, including extra-budgetary income in accordance with IOM rules and regulations.
- Assist with the review of the activities and transactions and undertake research of anomalies or unusual transactions while providing appropriate information to senior staff on potential issues with financial or operational risk when satisfactory information is not obtained.
- Follow-up Country Office’s execution with IOM and donor’s rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system. Facilitate proper record keeping in Finance and facilitate responses to Audit.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree in accounting, Finance, Business or a related field from an accredited academic institution; or
- University degree in the above fields or a related field from an accredited academic institution with two years of relevant professional experience.
Experience
- Working knowledge with relevant Finance theories and practices and recognizes application within existing IOM processes.
- Familiarity with the internationally accepted accounting standards.
- Experience working in communications around crisis or humanitarian actions and previous experience with UN or other humanitarian agencies a strong advantage.
Skills
- Sound knowledge of accounting system, Finance theories and practices and audit/review procedures.
- Computer literacy including proficiency in MS Office applications.
- Good analytical and problem-solving skills.
Languages
Fluency in English and Arabic is required
