Position Overview:Resumes are being accepted for the position of Wastewater Collection Operator within the Wastewater Services Division. Reporting to the Wastewater Collection Supervisor the successful candidate will use their knowledge of wastewater collection systems to operate and maintain the City’s Class III Wastewater Collection Facility. You will demonstrate excellent leadership, troubleshooting and organizational skills, while maintaining compliance with the facilities Certificates of Approval and Environmental Compliance Approvals as well as O. Reg. 129/04. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.Key duties and responsibilities
- Upon fulfilling licensing requirements, assumes the duties and responsibilities of an Operator in Charge (OIC) as defined by O. Reg. 129/04
- Takes all steps reasonably necessary to operate the wastewater collection system in a safe and efficient manner in accordance with operating manuals and procedures.
- Ensure that the Wastewater Collection System is monitored, operated, maintained, tested and adjusted to maintain compliance.
- Ensure that all equipment used to operate and maintain the Wastewater Collection System is properly monitored, inspected and evaluated and that records of equipment operating status are prepared and available at the end of every operating shift.
- Oversees and documents sanitary sewer bypass start-up, major changes, and shutdown
- Responds to wastewater related calls such as blockages, odour complaints, SSO’s and lift station failures; troubleshoots, determines and takes proper action to resolve problem.
- Participates in all aspects and functions of the maintenance, operation, rehabilitation and repair of the wastewater collection system; including mains, laterals, siphons, force mains, lift stations, and maintenance holes.
- Utilizes SCADA, e.RIS and cloud-based data to monitor trends and determine cause and effect relationships.
- Maintains computerized (CMMS) and manual records related to the maintenance, inspection, operation and repair of the wastewater collection system.
- Coordinates maintenance activities with internal and external service providers to minimize impact on system and facility operation.
- Provide wastewater system inspection of completed capital and development projects.
- Operates and maintains a variety of specialized equipment including but not limited to combination sewer flusher/vacuum/hydro excavation unit, CCTV push camera, pipeline cleaning, and infrastructure locating.
- Perform CCTV inspections and condition assessments using remote controlled CCTV equipment and CCTV software to code defect data to NASSCO PACP/MACP/LACP standards
- Ensure preventative maintenance on all equipment is performed daily or as required by the manufacturer and inform of any defects.
- Set up signage and complete traffic control plans efficiently, effectively and safely as per Ontario Traffic Manual Book 7.
- Utilizes GIS applications to collect infrastructure and maintenance related data.
- Perform confined space entries to inspect, maintain or repair the wastewater collection system and sewage pumping stations.
- Comply with all Federal, Provincial and City regulations, policies and procedures and requirements of the Occupational Health and Safety Act.
- Performs work in a safe, efficient, and courteous manner.
- Perform other related duties as assigned.
Qualifications and requirements
- A Grade 12 Diploma and 1–2 years’ experience working with related equipment and performing maintenance duties, preferably in wastewater collection systems or underground infrastructure maintenance. Candidates with equivalent combination of education and experience may be considered.
- A valid Wastewater Collection OIT license and the ability to complete the MECP Class I Wastewater Collection exam within 6 months of start date leading to a Class I Wastewater Collection license within 12 months of the start date. Candidates already possessing a valid MECP Wastewater Collection Class 1, 2, 3 or 4 License would be considered an asset.
- Preference will be given to candidates with a valid Class DZ drivers license with a good driving record. Candidates without a DZ may be considered and will be required to obtain a DZ license within 6 months of hire through an external service. Successful candidates will be required to provide a current driver’s abstract and CVOR prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
- Establish and maintain effective work relationships, through communication and cooperation in a team-oriented environment.
- Able to perform physical requirements to safely and effectively perform required duties, including heavy manual labour in adverse conditions over long periods of time. (E.g. lifting, bending, kneeling, work in confined spaces, trenches and in all types of conditions including inclement weather).
- Knowledge of proper health and safety practices.
- Knowledge of wastewater collection systems and sewage pumping stations, their components and maintenance requirements.
- Ability to read and interpret technical drawings as they relate to the wastewater collection systems and associated facilities.
- Intermediate skills in Microsoft Office (Word, Excel, Email).
- Experience with SCADA, GIS and Computerized Maintenance Management Systems would be an asset.
- Excellent documentation skills (electronic and written)
- Experience operating mainline CCTV equipment including lateral launch equipment would be an asset.
- PACP/MACP/LACP certification would be an asset.
- Basic mechanical and electrical aptitude with the ability to troubleshoot and solve operational problems.
- Must be able to work alone and/or without direct supervision, as well as in a team environment.
- Knowledge of the Occupational Health and Safety Act, and other applicable legislation and specifications.
- 2 years post-secondary education in environmental science or a closely related discipline is considered an asset.
- A satisfactory Police Record Check would be required at time of offer.
Hours of workMonday through Friday five (5) consecutive shifts or eight (8) consecutive hours between the hours of 6:00am and 4:00pm. Participation in the On-call/Stand-by rotation is a requirement of this position.Pay/SalaryCupe 241 OIT Grade 3: $29.43
