BACKGROUND OF THE PROGRAM
Coalitions for Change (CfC) is a program under the Australian Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation Partnership in the Philippines. CfC offers innovative approaches to addressing deeply entrenched development challenges. CfC has supported and worked with many coalitions in many policy domains, such as land, governance, education, and conflict resolution. CfC works in an iterative and politically informed manner with Philippine leaders in government, civil society, and organizations to introduce transformative reforms that have led to tangible improvements in the lives of citizens.
The third phase of Coalitions for Change (CfC), from 2024 to 2030, known as CfC3, seeks to engage a broader spectrum of leaders and organizations from civil society, academia, the private sector, and government in driving policy reforms. This will be achieved through training and hands-on support on Development Entrepreneurship (DE), CfC’s core approach, provided by the program’s Leadership Development Team.
In the previous phase, CfC2, the team introduced a comprehensive suite of learning activities designed to equip leaders with the skills and mindset necessary for practicing Development Entrepreneurship. CfC2 enhanced the knowledge and capabilities of development practitioners and successfully demonstrated that the program can advance policy reform efforts without losing sight of its core mission. Through these efforts, CfC expanded its network of capable government and civil society leaders who apply adaptive and politically smart programming approaches.
Building on these experiences, the Leadership Development Team has further refined the learning streams for CfC3, integrating lessons from both existing literature and CfC’s own experiences in Thinking and Working Politically (TWP) and adaptive management.
THE ASSIGNMENT
The DE Website Design Consultant will support the Development Entrepreneurship (DE) program by improving its website (https://developmententrepreneurship.org) to better inform, engage, and convert visitors into DE learners and practitioners. The consultant will focus on enhancing content structure, user experience and interface, and storytelling to communicate the program’s impact effectively.
1. User Experience and Interface
- Enhance the website UX and UI to ensure visitors can easily access relevant information and perform appropriate calls-to-action.
- Ensure the website follows web accessibility standards for both web and mobile versions to improve inclusivity.
- Ensure the website adheres to the approved DE branding and marking guidelines.
2. Content Development and Streamlining
- Conduct a comprehensive content audit of the existing website to identify redundant, outdated, or unclear information.
- Propose a refined content structure that highlights key DE concepts, learning opportunities, and impact stories.
- Design visually engaging elements (e.g., infographics, images, and videos) to support storytelling.
- Collaborate with DE program staff in regularly updating the website content and updates.
3. Website Monitoring and Security
- Work with DE program staff in regularly tracking website health and performance using appropriate tools.
- Implement basic security features to ensure the website is protected against cybersecurity threats.
TIMELINE
The project timeline is estimated to run for three months, with key milestones and deliverables to be agreed upon in the contract.
QUALIFICATIONS
Interested applicants must have the following qualifications:
- Proven experience in website design and content strategy.
- Expertise in UX/UI principles and storytelling through digital platforms.
- Strong understanding of integrating websites with other digital communication channels.
- Experience working with development programs or non-profit organizations is preferred.
REPORTING AND COORDINATION
The consultant will report to the DE program team throughout the project to ensure alignment with strategic objectives.

- Portfolio of relevant past projects.
