The Independent High-Level Expert Group on Climate Finance (IHLEG) suggests that emerging markets and developing countries (excluding China) face a severe climate- and nature-finance gap—needing roughly US$1.3 trillion per year by 2035, about four times current investment—while significant pools of aligned assets (over US$100 billion in Latin America) remain on bank balance sheets and only about 2% of global institutional capital flows to developing countries. To help mobilize private investment at scale and support the Baku to Belém Roadmap to US$1.3 trillion, the IDB Group is developing ReInvest+, an “investment loop” mechanism that acquires seasoned, performing infrastructure debt from local financial institutions and repackages it using fintech and de-risking tools for international institutional investors, enabling local banks to recycle proceeds into new priority investments that advance development and decarbonization. The document also describes a need for a Programme Associate to serve as the operational and analytical hub of the ReInvest+ team, handling programme tracking and reporting, transaction/analytical support, stakeholder communications, and event/logistics coordination in close collaboration with senior leadership, consultants, banks, investors, bilateral partners, and rating agencies.

Support production of replication toolkit documentation for cross-country dissemination, including case study drafts and implementation guides.
Travel: Business-related travel and associated expenses will be reimbursed in accordance with prevailing IDBG guidelines. Each trip requires prior written acceptance by the Team Leader.
