This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Human Resources Directorate (HR), Analytics, Remuneration & Employees Services Department (ARES), Health & Benefits Division (H&B), Health Administration & Insurances Unit (HA&I) at its headquarters in Luxembourg, a Senior/Principal Operational Assistant – Health Insurance and Administration*.

This is a full-time position at grade 2/3 for which the EIB offers a permanent contract.

Purpose

As a Senior/Principal Operational Assistant – Health Insurance and Administration, reporting to the Head of Health Administration & Insurances Unit, you will execute operational and administrative duties supporting the processes linked to the administration of the Health Insurance Scheme (HIS) of the EIB and EIF. Your responsibilities will encompass 3 areas:

  • Administration of the Health Insurance Scheme (HIS) of the EIB and other health related insurances and programmes (e.g. medical assistance for private life occurrences) including preventive medicine programme and medical controls.
  • Administration of Sick leaves, Occupational Disabilities and work-related illnesses/accidents.
  • Procurement and policy related administration of the HIS contracts.

The role requires accuracy, attention to details, good interpersonal and collaboration skills and sense of initiative.

Accountabilities

Work is shared among operational assistants within the Health Administration & Insurances Unit and includes tasks among those detailed below (which may evolve due to further evolution of the unit’s remits):

  • Act as a key point of contact for internal clients, responding to standard and complex enquiries related to the unit activities (not dealt at the level of HR Costumer Service Unit) using knowledge of the HIS rules, EIB Staff rules and other applicable internal procedures.
  • Verify and validate in house affiliates’ (and their dependents’) reimbursements of medical claims and issue letters of guarantee for hospitalization.
  • Proceed with the in-house HIS payments of claims reimbursements for in-house affiliates and payment of hospital charges.
  • Maintain proper records/documentation and data quality (e.g. preparation and filing of documents manually and electronically, maintenance of databases).
  • Provide operational reporting data on HIS activities, issues the Annual Report of the HIS and propose improvements when necessary.
  • Be the point of contact between the HIS and the Third Party Administrator (TPA) for all contractual data protection, Key Performance Indicators and communication to affiliates; as well as for any customer service dissatisfaction or complaint.
  • Act as the contact person between the HIS and the Procurement team for all questions concerning the execution of budgetary management.
  • Support the implementation of projects and initiatives in the field of Health Insurance and participate in the update and optimisation of HR systems, processes, policies and relevant documentation, with a view to improve the quality of data and service delivery.
  • Design, share, maintain and publish “how to” guides, training material and presentations related to the unit activities.
  • Interact with internal counterparts, including the EIB HIS Joint Committee, to provide information and support the review of reimbursement-related matters.

Qualifications

  • Secondary level diploma, complemented with a 2-year certification in a relevant field (e.g. secretarial studies, business administration) or secondary level education with equally qualified experience in a relevant field.
  • Minimum 5 years of relevant professional experience, with at least 2 years in HR administration ideally dealing with tasks related to insurance, e.g. pension, health or life insurance.
  • Good knowledge of the Bank’s organizational structure, processes and procedures would be an advantage.
  • Excellent knowledge of standard computer tools (Word, Excel, PowerPoint, intranet editing tools, electronic document management).
  • Good knowledge of software applications used by the Bank (e.g. PeopleSoft HR and Financials, Business Objects, GED, SPARK) would be an advantage.
  • Excellent knowledge of English and/or French (***), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
